A member wrote, your pictures show a heavy infestation of soft scale insects (Hemiptera: Sternorrhyncha: Coccidae). Authoritative identification would require slide mounting of adult females and expert study at high magnification. However, based only on the external appearance I am guessing, it could be Parasaissetia nigra (Nietner).
